Sub: Verification of Country of Origin Certificate – reg.

1. Attention of all Officers is invited to the aspect of verification of Preferential Tariff Certificates of Origin. All Group AOs and Docks AOs are required to ascertain the genuineness of the signatures on the Country of Origin certificates (AFTA/SAFTA/ASEAN-IFTA). The signatures on the Country of Origin certificate (AFTA/SAFTA/ASEAN-IFTA) shall be scrupulously verified with the specimen signatures available in the section. Due care and diligence is to be exercised while clearing consignments covered under Preferential Tariff Certificates of Origin. All Group AOs and Docks AOs are directed to take stock of the specimen signatures (of the authorized signatory in the Preferential Tariff Certificates of Origin) available in their respective sections. Dy./Asstt. Commissioners in charge of Groups and Docks to ensure that specimen signatures are available to the officers working under them. In case of non-availability of the list of specimen signatures, the same may be brought to the notice of the Appraising Main (Import).

2. Difficulties, if any, faced by the concerned officers in ascertaining the genuineness of the signatures on the Country of Origin certificates, shall be brought to the notice of their Appraising Main (Imports).
