From time to time, complaints regarding delay in assessment of Bs/E and examination & clearance of the import consignments are received. With a view to reducing delay and ensuring expeditious and timely assessment of Bs/E & clearance of import consignments, the Appraiser & Superintendent posted in the Appraising Main (Import) have been designated as Co-ordinating Officers for attending to public grievances in this regard and redressal thereof.

All concerned may note that these Co-ordinating Officers can be contacted, whenever any Bill of Entry remains pending for assessment, registration, out of charge etc. beyond five working days without any objection, query or clarification.

On receipt of the grievance, the Co-ordinating Officers shall verify the genuineness of the complaint and check whether the delay has been brought to the notice of the supervisory level officer of the concerned section. Thereafter, the Co-ordinating Officers shall take up the matter with the Dy./Asstt. Commissioners of the Section/Group/CFS concerned to verify the status, reasons for delay and ensure redressal of the grievance. In case of lack of proper response from the concerned Dy./Asstt. Commissioners of Customs, the Co-ordinating Officers will bring the matter to the notice of the concerned Joint / Additional Commissioner for quick redressal. All Dy./Asstt. Commissioners of Customs must give top priority to such grievances. It should be their endeavour to ensure that no document remains unattended / pending for a long time, without adequate reasons / sufficient cause.

All the Dy./Asstt. Commissioners of Customs, Appraisers and Superintendents posted in Groups and Docks shall attend to the queries of the Co-ordinating Officers and try to resolve the problem quickly.
